The England cricket team represents England and Wales. However, under ICC regulations,[78] players can qualify to play for a country by nationality, place of birth or residence, so (as with any national sports team) some people are eligible to play for more than one team. ECB regulations[79] state that to play for England, a player must be a British citizen, and have either been born in England or Wales, or have lived in England or Wales for three years. This has led to players who also held other nationalities becoming eligible to play for England. The qualification period for those born outside England and Wales has varied in the past, but in November 2018 the ECB announced that the period would be reduced to three years in all circumstances, in line with ICC regulations.[80]
In 2007–08, England toured Sri Lanka and New Zealand, losing the first series 1–0 and winning the second 2–1. These series were followed up at home in May 2008 with a 2–0 home series win against New Zealand, with the results easing pressure on Moores – who was not at ease with his team, particularly star batsman Kevin Pietersen. Pietersen succeeded Vaughan as captain in June 2008, after England had been well beaten by South Africa at home. The poor relationship between the two came to a head on the 2008–09 tour to India. England lost the series 1–0 and both men resigned their positions, although Pietersen remained a member of the England team. Moores was replaced as coach by Zimbabwean Andy Flower. Against this background, England toured the West Indies under the captaincy of Andrew Strauss and, in a disappointing performance, lost the Test series 1–0.
Pakistan then won their next four games against Zimbabwe, UAE, South Africa and Ireland. Sarfaraz Ahmed scored Pakistan's only century against Ireland and was awarded Man of the Match against both South Africa and Ireland. The victory was Pakistan's first against South Africa in a World Cup match. Pakistan finished third in group B and qualified for the quarterfinals.
The ICC Global Cricket Academy (GCA) is located at Dubai Sports City in the United Arab Emirates. The GCA's facilities include two ovals, each with 10 turf pitches, outdoor turf and synthetic practice facilities, indoor practice facilities including hawk eye technology and a cricket specific gymnasium. Rod Marsh has been appointed as the Academy's Director of Coaching. The opening, originally planned for 2008, took place in 2010.
Off the field in televised matches, there is usually a third umpire who can make decisions on certain incidents with the aid of video evidence. The third umpire is mandatory under the playing conditions for Test and Limited Overs International matches played between two ICC full member countries. These matches also have a match referee whose job is to ensure that play is within the Laws and the spirit of the game.[67]

The Pakistan semi-final was with the host-Sri Lanka. Sri Lanka scored 139/ with Mahela Jayawardena took the gear. Pakistan nearly chased the target, but wickets in crucial interval gave them backward. Skipper Mohammad Hafeez scored 42 runs and all the other batsmen not going well. The match was turned towards Sri Lanka with magical spell by Rangana Herath, who took wickets of Mohammad Hafeez, Shahid Afridi and Shoaib Malik. Pakistan lost the match by 16 runs.

Cricket is a bat-and-ball game played on a cricket field (see image, right) between two teams of eleven players each.[58] The field is usually circular or oval in shape and the edge of the playing area is marked by a boundary, which may be a fence, part of the stands, a rope, a painted line or a combination of these; the boundary must if possible be marked along its entire length.[59]

Brearley's side showed again the hyperbole that is often spoken when one side dominates in cricket. Ted Dexter succeeded him as captain but England continued to suffer indifferent results. In 1961–62, they beat Pakistan, but also lost to India. The following year saw England and Australia tie the 1962–63 Ashes series 1–1, meaning Australia retained the urn. Despite beating New Zealand 3–0, England went on to lose to the West Indies, and again failed in the 1964 Ashes, losing the home series 1–0, which marked the end of Dexter's captaincy.

From its formation, the ICC had Lord's Cricket Ground as its home, and from 1993 had its offices in the "Clock Tower" building at the nursery end of the ground. The independent ICC was funded initially by commercial exploitation of the rights to the World Cup of One Day International cricket. As not all Member countries had double-tax agreements with the United Kingdom, it was necessary to protect cricket's revenues by creating a company, ICC Development (International) Pvt. Ltd – known as IDI, outside the UK. This was established in January 1994 and was based in Monaco.
